Do the poor deserve to be poor?

In America, you only deserve opportunity. And we all have it. Personal effort is the biggest factor in a person's success, but sometimes dumb luck can change a person's situation for better or worse. But people who continue to live at a subsistence level, because the government will pay them to stay there, deserve to be poor.
