I've just changed 3 port valve and actuator but radiators still heat up when set to water. Help.?

uming you've fitted the valve the correct way round and wired it correctly if the rads still heat up I suspect the system has been plumbed incorrectly. If the hot water return pipe is not in the correct position in the system the rads will heat via a circuit created on the return pipes.
