Why is the LDS/Mormon church sending Elder's to Mexico when it is so dangerous now?

If there is truly danger, the LDS church pulls all foreign missionaries out. It happens in Africa all the time. They would use only missionaries from that country. If there are problem spots in Mexico, there won't be missionaries there, except Mexican, and maybe from Central America. If they sent in non-Latino missionaries, then they must not be worried.
