Some freak has been digging through my trash everynight, what should i do?

Every night I catch this same creep digging through my trash, rummaging through the bag and pilfering various items......I have taken some picture of him doing this.......what should i do? What would you do? It makes me sick and i'm afraid they might find something in there.
