Archery Question?

I am concitering getting my friend a recurve bow for his birthday. I am on a VARY tight buget and i am willing to spend between $50-$140 and i was also wondering if you can use the PSE Kingfisher for hunting as well as bow fishing. he is comterbul pulling between 40 and 45 lb draw weight befcause he doesnt want the bow to b weak. any suggestions?
